Arcadia Town Board meets

On Tuesday at the town board meeting, Arcadia resident and Newark businessman Dick Colacino voiced his concerns over what he described as a dangerous condition at the corner of Pardee Smith and Filkins Roads. He mentioned accidents that have occured at that location. (Filkins Rd. is straight through and Pardee Smith has stop signs.) The board referred his comments to highway superintendent David Harder to investigate the possibility of a four-way stop at that location. Colacino also mentioned his concerns about several above-ground gasoline storage tanks that exist in the town. Colacino called these tanks a fire hazard.

Colacino asked the board to discuss the situation with Zappia Vending saying that the business could move out of the village if a real estate deal is not soon closed. Town Councilman Gary Grant assured Colacino and Newark resident Jerry Wage that everything possible to keep Zappia in Newark is being done by the Supervisor and the board. Wage had asked about the Zappia issue and also wanted to know the status of town assessor Larry Quinn. (Quinn had left his office and did not return for a week. The Board called a special meeting and held an Executive Session last Tuesday. Quinn returned to work Wednesday morning. The nature of the dispute that led to his "walk-out" was not disclosed.)

Councilwoman Brenda Westcott indicated that Quinn was on the job. Wage did not appear to be happy with her answer and pressed the issue, when Supervisor Dom Bartucca said, "I didn't know there was a problem."

The board agreed to hold an executive session following the regular meeting to discuss the Zappia Vending real estate item.

A public hearing at 8 p.m. dealt with an application by Donald Fletcher, who wants to build new storage units and a lawn mower repair business on Welcher Rd. Fletcher already has an existing self-storage facility at that location. Fletcher was given the board's approval to go ahead with his expansion after board members asked questions about lighting, driveways, and hours of operation. Fletcher was also told that if he decides to sell new equipment at that location, he will have to re-apply for approval.

An 8:15 public hearing was held for Rodney Finewood of Rt. 31 East, who has applied for permission to build a new building to house a Sears Store. Finewood did not appear at the hearing. The board reserved decision until Finewood appears with blueprints and other information.

Back in regular session, Karen Christopherson addressed the board with a proposal to open a farm-related store at 3000 Rt. 88 North. She was referred to the Town Zoning Board for a use variance.

Robert Croll, representing Marbletown Fire Department thanked all for making water possible for the fire hall. He said that water will be turned on this week, and they are only waiting for a health dept. certificate. Croll then went on to express concerns with possible cost overruns on the project, that the Fire Department would be responsible for. Much discussion was held between Village Operations Manager Jim Bridgeman, Bartucca, Grant, and others concerning this problem, and how it happened. Bridgeman, who had worked on the project, felt that time was a factor, and admitted that changes were made, but questioned the amount of overrun. Croll was unable to come up with an exact figure, but guessed it would run about $2000. Councilman Mike DeJohn broke in and reminded everyone how many years it has taken for Marbletown Fire Department to get water, and overrun or not, it was a great deal.

Town attorney David Saracino cautioned the board that if changes were made, the state may reject the $30,000 grant, and that a written change order will be necessary. Engineer Steve Vanderbrook offered to sit down with the board, and fire department and help straighten the situation out.

In other town business:

* All town officials will attend OSC Planning Conference, April 22 at a cost of $10 each.

* Authorized 108 Loan Signatures.

* Authorized Supervisor Bartucca to sign agreement with county for architect services connected with the Canal Trail.

* Authorized Highway Supt. to dispose of assorted trucks and tractors no longer needed.
