Newark Village Board actions

A public hearing was held Tuesday evening to allow the public to comment on the proposed $4 million budget for 1998-99.

No one spoke for or against the budget which would mean a 8.9% increase in village taxes. Mayor Pirelli continues to blame the major portion of the tax increase on "uncontrollable" items such as the Alex Eligh Community Center and lawsuit debt.

Hearing no comments on the budget from the public, trustees John Palermo, Tony Virts, Peter Blandino, and Norm VandeMortal voted to approve the budget.

Village operations manager Jim Bridgeman introduced Ed Hoffman of Pioneer Crating Co. Hoffman appeared before the board to begin preliminary plans to locate his business in Newark's Industrial Park. Hoffman will appear before the Newark Planning board to present his building plans which call for the construction of a 3000-sq.-foot structure on West Shore Blvd.

Mayor Pirelli asked Arcadia Supervisor Dom Bartucca, who was present, to inform the board of recent developments concerning the Thruway exit proposal. Bartucca announced that the Wayne County Board of Supervisors on Tuesday had approved an appropriation of $15,000 to help fund the thruway feasability study. $40,000 has already been earmarked by the Genesee Regional Transportation Authority for this study.

Jim SanAngelo, Municipal Board chairman, announced that Tim Ipolito has been certified as a sewer treatment plant operator. He cautioned the board that an additional position may be required at the plant due to DEC requirements.

SanAngelo reported on the board's progress on outside water contracts. He indicated that it is the board's goal to keep outside customers through long term commitments. He reminded that outside customers account for over 40% of water revenues. He also stressed that were we to lose any or all of outside customers, our fixed costs for producing water would still be about the same.

SanAngelo announced that the final workshop to discuss water billing procedures will be held on Tuesday, April 28.

Police Chief Richard Bogan spoke to the board about a request by Wayne Pharmacy to have two handicap spaces located in front of the pharmacy. Bogan said that in view of the nature of the business (home health care supplies), that there is a need for the change. Village attorney Art Williams said that he would check to see if a public hearing is needed to do this.

Highway operations manager Jim Sadler reported to the board that three bids were received for the purchase of a new dump truck for the highway department. He recommended that the bid be awarded to Genesee Truck Sales of Rochester in the amount of $78,675. The board approved.

Sadler reported that the West Shore Blvd. paving is expected to be completed in July and that, in the begnning, West Shore will be one way (westbound from Barker Parkway).

Village Trustee John Palermo introduced the officers of the Newark Volunteer Fire Department for 1998-99. The board unanimously approved the election of James E. Murphy as Fire Chief, Joseph Colasurdo as first assistant chief, Michael Velte as second assistant chief, and Doug Velte as third assistant chief.
