Tax rates for 1999 County budget The Wayne County Board of Supervisors gave the nod Friday night to the 1999 budget that will take the average tax rate down 30 cents. While the average rate is at $7.64 per $1,000 assessed value, the $85.9 million spending plan has a different effect in each of the 15 towns, depending on state equalization rates. Director of Real Property Bob Diener said the big winner will be the town of Lyons, whose taxpayers will see their county rates down nearly a dollar. Palmyra and Sodus also will do pretty well, their rates going down about 77 cents and 54 cents, respectively.
