Newark discusses noise, roads, water

Tuesay night's Newark Village Board meeting began with executive sessions that dealt with real estate, personnel issues. Also the board met with parties seeking community development assistance.

In public comment time, a letter was read from Newark resident Phil DeMott. DeMott was concerned about the noise in the village, mostly at night, created by loud radios in cars that cruise the streets. Village attorney Art Williams indicated that a noise ordinance is in place that would cover this, but the problem was the lack of a way to measure the decibels (measure of sound) to enforce this.

Attorney Williams indicated that he would check into the matter, with Police Chief Richard Bogan saying that he supported a more enforceable solution.

Martin Beckenbach, representing Legendary Auto Interiors Ltd. of Westshore Blvd., appeared before the board requesting that something be done about the lack of proper drainage in the area of properties he owns on both sides of the street. Beckenbach said that the building on the south side of West Shore (former Wayne Drug warehouse) was deteriorating beause of water problems.

Highway Manager Jim Sadler said that there was no money in this year's budget to solve the problems with concrete gutters. Sadler did offer, however, to put in temporary asphalt swales to drain water away from the buildings, and deal with the problem in next year's budget. This temporary relief seemed to satisfy all concerned. (Note: Legendary Auto Interiors Ltd. is a nationally-known supplier of restoration materials and kits for the growing hobby of auto restoration. The company employs 25 workers.)

James SanAngelo, chairman of the Newark Municipal Board, gave a report concerning activities in the water and sewer areas. SanAngelo asked for the board's backing to undertake a project of re-evaluating the water delivery system in the village. The board was in agreement, indicating that all options will be studied. Among the many options that will be considered by a combined village board/municipal board task force will be a dedicated water department that will service and read meters. SanAngelo said that many problems have been identified and solved by Harris Associates. He also indicated that a link-up with the county is one of many options.

Sewer and water manager Jim Bridgeman then asked the board to approve the purchase of a replacement Vac-All machine. The current machine, a 1986 model, has failed and is can not be repaired. A machine has been located that meets the criteria of the sewer department, at a cost of $155,000. The village board voted to okay the purchase of the new equipment.

Westshore Blvd.- Sadler said that the new road is open, and can now be used in both directions. Sadler praised the co-operation by village and town governments to get this project accomplished. Sadler asked the board to approve bid from Phelps Guide Rail in the amount of $15,000 to supply guide rails along West Shore Blvd. The board approved the bid unaminously.

Other board action:

Ÿ Passed a resolution allowing the Wayne County Humane Society to use village streets at Silverhill Technology Park (Stuart Park) for Dog Walk-athon on September 29.

Ÿ Authorized Chuck Ackerman and Linda Baker of the Office of Code Enforcement to attend NYS Building Officials Educational Conference in Corning, Sept. 23-25 at a cost of $560.

Ÿ Approved resolution awarding bid for 1985 Cadillac (seized in legal action). The bid was awarded for $50.

Ÿ Approved a request by Burnham's Canalside Restaurant for permission to park overflow cars in the lot behind Pal]Mart for a coming event.

Ÿ Authorized the installation of two handicap parking spaces in front of Wayne Drug Co. The existing handicap space in front of the Elks lodge will be removed.
