Newark school building project update
By John Zornow

After hearing updates on the current maintenance/renovation project, Newark School Board announced that a public meeting will be held Monday, October 19 at 7 p.m. at the high school, to discuss a possible new building project.

The scope and details of options considered by the board have been discussed at several previous board meetings and are all preliminary.

At Wednesday's meeting, board member Gloria Matias strongly urged that, as an important part of a total project, all floors of all buildings must be handicap accessible to students, as well as village residents. Said Matias, "Let's plan a project with the entire community in mind. The issue (handicap accessibility) should be a board philosophy."

Financial advisor Bernard Donegan answered questions from the public and board members about financial options. Donegan described what effect state aid has on school district financing. He mentioned minimum tax impact; minimum interest paid to bank; maximum interest received on money on hand or being held for project payment. He also indicated that the district's $600,000 reserve for a down payment on a project would serve to considerably lower the local tax burden.

A sample of the questions heard in the community are:

Are we overcrowded?

Is additional library and muti-media space part of the project?

Why not just build a large new bulding?

How much state aid will Newark receive if a project goes forward?

What is the effect of BOCES involvement?

How much will an average tax bill go up if a project is approved by voters?

This information is available. All are urged to attend Monday night's meeting.
