Newark Village Board meets Several public hearings had to be dealt with before the regular monthly board meeting on Tuesday evening. The Newark Village Board and the Arcadia Town Board met jointly to discuss the annexation of the Zietlin property on Stuart Ave. into the village. No comments were offered; the property will be used for industrial park purposes. Westshore Blvd. to stay at 30 MPH. A proposed increase in the speed limit on the new Westshore Blvd. was defeated by a unamimous vote. Trustee Tony Virts led the effort to vote against the proposal, as he felt that people already drive faster than the limit. Newark Police Chief Richard Bogan concurred and was not in favor of the increased limit. Boomboxes beware. The village code has been amended to include a more clearly defined section on noise. If a complaint is lodged about noise by a resident, and a law officer is able to hear the noise from 50 ft. away, an appearance ticket will be issued. Adult entertainment regulated. The board, after hearing comments at a lengthy public session earlier in the evening, voted to restrict such adult arcades, strip clubs and such, to Industrial Zone I-2. Mayor Pirelli indicated that the hearing had been done in total fairness. The board then received a standing applause from those present. Residents against sidewalks. Several residents appeared before the board from the Driving Park Avenue area asking that the village NOT install sidewalks in front of their homes. The sidewalk plan was then dropped by vote of the board. Subdivision waived for Head Start. Sub-divison regulations were waived, allowing for Head Start of Wayne County to build a $500,000 building at a location on Stuart Ave. Pirelli favors payment-in-lieu-of-taxes (PILOT) in these situations and did not agree with the decision by Head Start's Board of Directors not to allow such payments. East Avenue bridge on target. Sergio Esteban, of LaBella Engineers, reported that the bridge project is coming along well. The removal of decks and sidewalks is complete, all concrete will be done October 20, with a project completion anticipated for December. Handicap access for municipal building. The board voted to spend up to $10,000 to make renovations to the village hall to comply with regulations concerning handicap access. Municipal board update. Chairman of the Municipal Board James SanAngelo reported on a meeting of a task force that has recommended that the water billing service return to the village. The water billing process has been the subject of much discussion and many complaints. Trustee Palermo called the proposal a "step backward," and Trustee VanDemortel did not like the suggestion about locating the billing office at the village barns. "We've been there before, and people didn't like it," he said. SanAngelo indicated that the goal of the municipal board is to upgrade of service. Public comment. Anthony DeMarco of Lake St. asked the board why they decided to go with a go-cart track in the Newark Industrial Park instead of the Pal-Mart proposal. He did not receive an answer. Instead, Mayor Pirelli told DeMarco to take it up with the Planning Board. Ange DeJohn asked Mayor Pirelli why the board was not informed last May when inquiries were made concerning the adult entertainment proposal.
