Newark budget hearings set

The Newark Village board will hear public comments on the proposed 1999-2000 tentative budget at hearings next month.

Estimated spendng is up approximately $360,000, according to village clerk/treasurer Michael Tonovitz. This increase represents 8 percent of the total budget. However, says Tonovitz, the projected increase in the tax rate is only 2.2 percent. He cited the following reasons for the difference in increases:

Non-tax producing revenue was up $187,000 which will offset the increase;

plus $150,000 from 1998 surplus and $30,000 from the water fund will be used to keep the rate increase down.

In anticipating revenues for the coming year, Tonovitz has taken a conservative approach in certain areas. He anticipates lower receipts for sales tax, utility tax, interest earnings, and state highway aid.

The proposed $4.4 million budget will take the 1999 tax rate up to $11.59 per $1,000 assessed valuation. That's up 26 cents from last year's $11.33. Tonovitz predicts no immediate rate increase for water/sewer.

Salaries for key village officials are budgeted as follows:

* Chief of Police $52,787

* Community Center Director $46,145

* Highway Manager $46,145

* Operations Manager $46,145

* Chief Operator, Water Treatment Plant $44,023

* Code Enforcement Officer $42,330

* Clerk/treasurer $42,000

* Chief Operator Waste Water Plant $40,310

* Cemetery Manager $37,928

* Animal Control Officer $14,639

* Mayor $12,199

* Trustees - four at $6,417 each

* Chairman, Municipal Board $5,100

* Municipal Board Members, $2,758

* Health Officer, $2,259

Public Hearings for the 1999-2000 budget will be held Tuesday, April 6 and Tuesday, April 20 at 7 p.m. in the second floor courtroom of the Municipal Building.
