Newark School Board meets

Newark School Board set aside time last night evening to welcome Newark's new industry, MACO Bag. A welcome letter will be sent to the new company, which purchased the former Fold-Pak facility on Van Buren Street. Board President Roberta Colacino suggested that the board institute a welcoming practice with all new companies, regardless of size.

When board members were asked to approve consent agenda items relating to the abolishing of certain positions, Nick Santino asked that in the future, items relating to personnel be on the regular agenda. As a result of the 2004-2005 budget vote several positions, or partial positions, both certified and civil service, were listed on the consent agenda for elimination.

Parental Access Support System (PASS)

This Website-based program will be offered by the school system in September. Student Database program 'Schoolmaster' includes PASS (Parental Access Support System). The program is Web-based and allows parents to access information which the school has designated, from the Schoolmaster Web site.

The full program allows parents/guardians of students in grades 6-12 to view:

Academic Plan, Attendance, Current Marks, GPA History, Guidance, Schedules, Mark History, Schedule/Progress, Test History, Vaccinations, Calendar, and Messages. At this point, the district has decided that parents will be able view Attendance, Current Marks (5 and 10 week reports), Mark History (final course grades and credits earned), Schedule/Progress, Vaccinations, Calendar and Messages.

All parents/guardians will be required to attend an information meeting about the program and a demonstration of how the program works.

Meetings will be Tuesday, August 24, 9-10 a.m.; Thursday, August 26, 7-8 p.m.; Monday, August 30, 7-8 p.m.; and Wednesday, September 19, 10 a.m.

After this meeting you will be issued a user id and password.

Sessions are limited to 20 people and will be held in NHS room 147. Pre-registration is required.

Public Comment:

BJ Meeks asked the board to verbalize future swearing-in ceremonies of board members. Colacino assured her this would be done. Meeks presented a copy of a deed contract relating to the gift of Perkins Park by George Perkins. She reminded the school board that she had submitted a petition regarding the use of the park; she wants to know when the petition will be addressed. Meeks was told that the subject will be addressed at the next regular meeting.

Christine Hasseler, a teacher at Kelley School, read a prepared statement and presented a petition requesting that Kelley School's Assistant Principal be reinstated, and outlined reasons for this request.

Joanne Mincemoyer asked if the .4 referred to in the High School Assistant Principal position in the consent agenda is a cut? She was told it is a position cut.

Assistant Supt. Bob Fogel reported on the drainage work at the high school athletic fields. ' The projects are nearing completion, and once complete, teams will be playing where they are supposed to,' said Fogel. He asked the board to consider the purchase of a top dressing machine for the fields.

Henry Hann reported on the results of foreign language proficiency exams, and outlined plans to improve the passing rate. Hann mentioned Newark High School's Pre-Engineering Program, reporting very good results, and the fact that students can earn RIT credit. More than 40 students qualified in 2004 for this credit program, Project Lead The Way.

Tax Incentives - It was suggested that the district offer tax incentives to people who build new homes. After investigation by Fogel, it was learned that the school district has no authority to create a tax incentive, only to participate in existing plans.

Long Distance Service - Fogel reported that efforts by a district employee pointed out inconsistencies in district long-distance phone plans. New services have been signed on and several thousand dollars should be saved. School board member John Vair reminded people who have Verizon service that they may designate a portion of their bill to benefit school districts.

Sales Tax - Supt. Christmann said the Wayne County Education Coalition is at work watching the sale tax issue. 'We need to be ever vigilant about this,' said Christmann about the possible loss of Wayne County Sales Tax revenue. Christmann said this is a 12-month effort.

Budget Process 2005-06 - Fogel presented a list of what goes on regarding budget development, including reports to the State Education Department which affect future state aid.
