2-month Investigation yields arrests

Members of the Wayne County Narcotics Enforcement Team arrested two individuals after a two-month investigation into the illegal sales of crack cocaine in the Village of Newark and surrounding areas. Arrested following a traffic stop were Cagney D. Watson, age 19, of 231 Selye Terrace, Rochester, and Audrey L. Buckland, age 23, of 2460 Parker Road, Arcadia, for Criminal Possession of a Controlled Substance in the Third Degree. Police located crack cocaine that was packaged for sale during the traffic stop.

Watson was wanted by Wayne-Net members on a Superior Court warrant out of the Wayne County Court following his recent indictment on two counts of Criminal Sale of a Controlled Substance in the Third Degree, and two counts of Criminal Possession of a Controlled Substance in the Third Degree.

Following the arrests, police searched the Parker Road residence where Watson was staying with Buckland, and they located an additional amount of crack cocaine packaged for sale, packaging materials, digital scales, and cut agent for making crack cocaine. Additional charges of Criminally Using Drug Paraphernalia in the Second Degree, and Criminal Possession of a Controlled Substance in the Third Degree were also lodged on the pair. Watson and Buckland were arraigned in the Town of Arcadia Court and Watson was remanded on no bail for his new charges. He will be arraigned Monday on the Superior Court Warrant in Wayne County Court. Buckland was remanded to the Wayne County Jail on $10,000 cash, $20,000 bond.

Wayne-Net members state that Watson was distributing crack cocaine in the Village of Newark, and the surrounding areas for some quite some time. Watson was recently arrested for Robbery in the Third Degree in the Village of Newark and was currently out on pre-trial release on that charge. Police seized a Nissan Pathfinder that Watson was driving at the time of the arrest. Members advised that the investigation is continuing and that additional arrests are pending. A large amount of Watson’s customers were identified during the investigation.

Newark Police became aware of Mr. Watson during the investigation into crack cocaine trafficking at 407 East Union Street. After Wayne Net closed that location, Mr. Watson engaged in a crack cocaine delivery service. He associated with the same persons identified at the East Union Street operation, keeping his residence and base of operation just outside the Village.

Watson, a city of Rochester resident, is typical of the trend being seen in suburban America today. Persons engaged in illegal activities are coming out of the cities into rural and suburban areas. They believe they can engage in their crime of choice with less police scrutiny and less chance of being shot by a competitor. The New York State Operation Impact Grant awarded to Wayne Net allows member police agencies to share resources so these issues can be addressed.
