Supervisors vote to hire internal auditor OPPOSED: Although passed by majority, some lawmakers believe the new position wasn't necessary.
By TAMMY WHITACRE LYONS - The creation of a county auditor position won't eliminate the need for external auditor services at the county level. At its April 21 meeting, the Wayne County Board of Supervisors voted in favor of creating an internal county auditor position at an annual salary of $55,000. County Administrator James Marquette explained that the county auditor would be in charge of auditing claims against the county, as well as reviews of departments, and would report directly to the board. The position would act as another internal control for the board and would require no support staff as existing staff, the board clerk and deputy clerk, would be used, Marquette said. He told board members he believed the position was necessary for a county that is a multi-million dollar business. However, he said, it would not eliminate the continued need for external auditor services. Marquette said long-term savings were expected with the position. The measure met with some opposition from supervisors who believe the position was yet another level of government administration added during difficult economic times. Butler Supervisor Dave Spickerman said he saw no reason to create a position for a job that is supposed to be that of the supervisors. 'All these positions are to save money,' he said. 'So why does the budget keep going up?' Lyons Supervisor Jim Fabino argued on behalf of the employees who would have to take on the additional work load, stating most board members didn't even know what each county employee's current job was. Walworth Supervisor Bob Plant said that although he agreed that the job of an internal auditor is the board's duty, most supervisors do not have the time necessary to thoroughly review all the bills that come into the county. 'The county would have a professional with experience who can check over bills,' he said. 'I believe it will save money.' The resolution passed despite opposing votes by Fabino, Spickerman and Galen Supervisor Steve Groat. An interview and selection committee was also agreed upon to choose candidates for the position.
